Debra is a multi-dimensional leader who has led key projects including the after-action review of the Virginia Beach mass shooting, police reform for the San Francisco Police Department and the security benchmarking for one of the nation’s most iconic examples of homeland security critical infrastructure. She has a keen focus on data and supportive practices for risk assessment and benchmarking. Debra has supported a range of clients in meeting and addressing their safety and security concerns.
Debra has worked for Jensen Hughes for six years. Before joining Jensen Hughes, she worked for the Irish Department of Justice and Accountability as a Deputy Chief Inspector with oversight responsibility for the An Garda Siochana, the national police force of Ireland. She was a sworn member of the Chicago Police Department in the executive ranks for 14 years, and with specific focus on community policing, accountability and process improvement.

Bob Boehmer, JD
Bob manages complex law enforcement assessments and helps policing agencies transform their organizations and adopt national best practices and industry standards central to improving accountability, transparency and community trust. He is an experienced facilitator, trainer and public speaker with expertise in collaborative problem solving, community policing, partnership development and information sharing. For several years, Bob facilitated sessions for the Department of Homeland Security’s Building Communities of Trust Initiative, focusing on developing trust among law enforcement, fusion centers and the communities they serve.

Jon is an advanced expert in data collection, analysis and management. He has served at U.S. academic institutions including the University of North Dakota, the University of Texas at Dallas, the University of Illinois at Chicago and East Carolina University. In his role at Hillard Heintze, Jon has worked on several police reform projects through the U.S. Department of Justice’s Office of Community Oriented Policing Services (COPS Office) Collaborative Reform Initiative for Technical Assistance (CRI-TA). He was responsible for analyzing data related to fair-and-impartial policing; vulnerable victims; recruitment, hiring and retention; use of force cases; and traffic and pedestrian stops. In addition, Jon worked with agencies to develop the mentality and capacity to become an organization that is data-driven in its decision-making. He assisted in the development of strategic plans for transparent data and data management plans. He also offered training and assistance in accessing, auditing and querying data. Jon helped agencies develop a system, policy and audit plan for the effective maintenance of training records. He also assisted Professional Standards Units in developing abilities to look at data and understand the trends in the data. Jon has a Doctor of Philosophy in criminology from the University of South Florida, where he wrote his dissertation, “Predicting Fear of Crime using a Multilevel and Multi-Model Approach: A Study in Hillsborough County.” He earned his Master of Arts in Criminal Justice and Bachelor of Arts in Criminal Justice from the University of Nevada.

Rania has served as a trusted advisor and change agent to law enforcement oversight bodies across the United States, designing frameworks to promote transparency and collaboration with cross-sector stakeholders and developing avenues for community input. Through this work, she has managed revisions of Use of Force policies, designed and implemented transparent processes for community engagement, and revised accountability practices regarding community complaints and subsequent investigation processes. Working to advance high priority police reforms from an accountability perspective, she has convened working groups and coordinated with legislators to revise department policies to maintain alignment with best and promising practices in law enforcement.

With over 30 years of experience and expertise in combating organized criminal enterprises, leading major homicide investigations and serving as a public safety administrator, Carl has a proven track record of delivering professional law enforcement services to government partners and the private sector. Carl had a 25-year career in the Illinois State Police (ISP), culminating in serving as the Captain–Zone Commander, where he managed over 80 investigators and was responsible for state police investigations across nine counties.
As part of a special assignment, Carl spent nearly two years with the Federal Bureau of Investigation in Carbondale, Illinois, where he performed the duties of a federal task force officer focusing on dismantling organized criminal enterprises under the investigation of the ISP and the FBI.
Carl has been Commander in charge of officer-involved shooting (OIS) investigations conducted by the Illinois State Police for local jurisdictions; lead investigator for municipal internal investigations including Schaumburg, Illinois and Joliet, Illinois; and the OIS investigator for Elgin, Illinois.

Christopher was appointed the chair for the Department of Criminal Justice & Criminology at Loyola University Chicago, where he serves as an assistant professor. Prior to his appointment, he was an assistant professor at Fayetteville State University in North Carolina. Christopher‘s main research interests are focused on American law enforcement, specifically police misconduct. He has secondary interests in criminological theory, cybercrime and quantitative methodology. Christopher has worked on several funded research projects, and he worked closely with policing scholars and practitioners to produce translational research. He is currently working on an evaluation of Illinois' Pretrial Fairness Act. He is a member of the American Society of Criminology, the Academy of Criminal Justice Sciences and the Midwest Criminal Justice Association. His recent work has been published in multiple peer-reviewed journal outlets.
